Pashmina Wool Production in Uttar Pradesh: KVIC Expands Ladakh’s Heritage Craft Beyond J&K

In a landmark move for India’s traditional textile industry, the production of premium Pashmina wool—globally renowned for its softness and craftsmanship—will soon begin in Uttar Pradesh. This marks the first-ever initiative to expand the heritage craft of Pashmina weaving, traditionally associated with Leh and Ladakh, beyond the Jammu and Kashmir region.
KVIC Leads Pashmina Expansion in Uttar Pradesh
The initiative is being spearheaded by the Khadi and Village Industries Commission (KVIC), which has partnered with four Khadi institutions across Varanasi and Ghazipur. These institutions will undertake the processing of raw Pashmina wool and its transformation into high-quality woollen fabric.
The participating institutions include:
- Krishak Gramodyog Vikas Sansthan, Varanasi
- Shri Mahadev Khadi Gramodyog Sansthan, Ghazipur
- Khadi Kambal Udyog Sansthan, Ghazipur
- Gram Sewa Ashram, Ghazipur
Training and Skill Development for Pashmina Weaving
To ensure authenticity and quality, KVIC has initiated specialised training programs for artisans. Two master trainers will conduct a 30-day intensive Pashmina weaving workshop for 20 Khadi artisans at Sewapuri Ashram, Varanasi.
This skill development initiative aims to preserve the intricate craftsmanship associated with Pashmina while empowering local artisans with new livelihood opportunities.
End-to-End Pashmina Supply Chain
The project introduces a collaborative production model between Ladakh and Uttar Pradesh:
- Raw Pashmina wool is processed in Uttar Pradesh
- The wool is then sent to artisans in Leh for spinning
- The spun yarn returns to Varanasi for weaving into finished products
Additionally, the Pashmina Raw Wool Processing Centre in Delhi will ensure a year-round supply of Pashmina roving, especially during harsh winters when activities in Ladakh remain suspended.
Boost to Employment and Affordable Luxury
According to Vinai Kumar Saxena, this initiative is expected to:
- Generate new employment opportunities for artisans
- Ensure full utilisation of high-quality Pashmina wool from Ladakh
- Make genuine Pashmina products more accessible and affordable
- Strengthen India’s traditional textile ecosystem
KVIC will also extend digital and online marketing support to these institutions, helping them reach a wider consumer base.

The expansion of Pashmina wool production to Uttar Pradesh represents a significant step in decentralising and scaling India’s heritage crafts. By blending tradition with modern supply chains and digital outreach, this initiative not only preserves a centuries-old craft but also adapts it for a broader market.
As Pashmina weaving finds a new home in Varanasi and Ghazipur, it opens doors to innovation, sustainability, and inclusive growth—while keeping the essence of Ladakh’s timeless artistry alive.
