In a major step toward improving ease of doing business, the Government of India has introduced perpetual licences for food business operators through the Food Safety and Standards Authority of India (FSSAI). Higher Turnover Threshold Brings Relief to MSMEs

Another major highlight of the reform is the increase in the turnover threshold for basic FSSAI registration:

• Earlier limit: ₹12 lakh

• New limit: ₹1.5 crore (effective April 1, 2026)

As noted by Brijmohan Agrawal, this change will significantly ease compliance for micro and small food businesses, allowing them to operate with fewer regulatory hurdles.

Simplified Licensing Structure

The government has also streamlined the licensing framework:

• Up to ₹50 crore turnover: State Licence

• Above ₹50 crore turnover: Central Licence

This clear categorisation reduces confusion and makes compliance more straightforward for businesses of all sizes.

Big Boost for Street Food Vendors

Fruther, street vendors registered under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 will also be automatically deemed registered with FSSAI.

This eliminates duplicate registration requirements and provides greater legitimacy and ease of operation for lakhs of vendors across urban and semi-urban areas.

Technology-Driven, Risk-Based Inspections

To ensure food safety is not compromised, the government is introducing a risk-based inspection system powered by technology. Inspections will now be based on:

• Type of food product

• Past compliance history

• Third-party audit results

• Surveillance inputs

This targeted approach reduces unnecessary inspections while maintaining high safety standards.
