HAI Applauds Delhi’s Licensing Reforms, Boosting Hospitality Growth

Hotel Association of India (HAI) has welcomed a major regulatory reform by the Delhi Government, which removes the requirement for Delhi Police licenses and NOCs for key hospitality categories, including hotels, guest houses and restaurants.
This move eliminates the mandatory Delhi Police Eating House License for restaurants, significantly improving ease of doing business in the capital. The reform is expected to reduce compliance burdens, cut administrative delays and create a more business-friendly environment for the F&B and hospitality sector.
Industry experts believe the decision will boost investment and accelerate growth. It will particularly benefit small and medium-sized enterprises, which have long struggled with multiple approvals and regulatory hurdles.
According to KB Kachru, the reform marks a landmark moment for Delhi’s hospitality industry. He noted that streamlined licensing will enhance transparency, reduce costs and strengthen Delhi’s position as a competitive hospitality hub.
Rohit Khosla added that the move will help the industry operate with greater agility. It will also support investment, job creation and improved guest experiences.
The National Restaurant Association of India (NRAI) also praised the decision. President Sagar Daryani called it a significant relief for restaurateurs. He said the reform will encourage entrepreneurship and simplify operations in the F&B sector.
By aligning with national ease-of-doing-business goals, this policy shift is expected to strengthen Delhi’s tourism and hospitality ecosystem. It also sets a benchmark for other states to adopt similar reforms and boost industry growth across India.
