India’s Green Textile Push: Government Initiatives Driving Sustainable Manufacturing and Exports

India is steadily positioning itself as a global leader in sustainable textiles. The Government is rolling out a series of strategic initiatives aimed at promoting green manufacturing. Basically, this aids in eco-friendly consumption and export competitiveness. The focus is to transform the textile sector into an environmentally responsible and future-ready industry.

Driving Sustainability Across the Textile Value Chain

At the forefront of this transformation is a pilot project titled “Eliminating Hazardous Chemicals from Apparel Fashion Supply Chain in India.” Markedly, it is implemented across eight textile clusters in collaboration with four fashion houses. The initiative aims to accelerate the adoption of eco-friendly and organic textiles.

Further, the project also focuses on building consumer awareness to boost demand for sustainable clothing. Importantly, this is an essential step in creating a holistic green ecosystem.

ESG Framework Strengthening Industry Practices

Moreover, to institutionalise sustainability, the government has constituted an Environment Sustainability and Governance (ESG) Task Force. It serves as a key platform for discussions on sustainable production, certification standards, and export readiness.

Through industry-focused programmes such as Circular Samvaad and the Cluster Exchange Mechanism, the Task Force is facilitating knowledge sharing, best practices, and collaborative solutions across the textile sector.

Research and Roadmaps for Green Transformation

Moreover, recognising the need for data-driven policy and innovation, the government has undertaken several research initiatives. These include the development of Best Available Techniques Reference documents (BREF/COINDS). It outline strategies for improving water efficiency, energy usage, and chemical management. particularly in textile manufacturing.

Additionally, a comprehensive roadmap has been prepared to guide the sector toward an inclusive and sustainable transformation.

Technology Upgradation and Resource Efficiency

Additinally, under the Amended Technology Upgradation Fund Scheme (ATUFS), more than 1,117 energy-efficient machines have been supported. This initiative has played a crucial role in promoting resource efficiency and reducing the environmental footprint of textile production.

Although the scheme was valid until March 31, 2022, its impact continues to shape the industry’s transition toward greener practices.

Infrastructure Support Through IPDS

The Integrated Processing Development Scheme (IPDS) has been instrumental in supporting the establishment and upgradation of Common Effluent Treatment Plants (CETPs). Notably, six projects under the scheme are implementing Zero Liquid Discharge (ZLD) technology, ensuring minimal environmental impact from textile processing units.

While the scheme is currently focused on fulfilling committed liabilities, its contribution to sustainable infrastructure remains significant.

PM MITRA Parks: A Sustainable Textile Ecosystem

The development of PM MITRA Parks marks a major step toward creating integrated, large-scale textile hubs. These parks are designed with sustainability at their core, featuring CETPs, wastewater recycling systems, and scientific waste management facilities.

By providing shared utilities such as water, power, and logistics infrastructure, the initiative aims to enhance efficiency while minimising environmental impact.

Innovation Through Technical Textiles and R&D

Under the National Technical Textiles Mission (NTTM), the government is actively promoting research and development in waste-to-fibre technologies. These initiatives focus on converting textile waste, biomass, and bio-residues into advanced materials such as carbon fibres and functional textiles.

Such innovations are expected to play a pivotal role in building a circular textile economy in India.

Support for MSMEs in Sustainable Transition

The government has introduced the MSE-GIFT and MSE-SPICE Schemes under the RAMP Programme. This recognises the importance of small textile businesses.

These schemes offer incentives such as interest subvention and capital subsidies. All this enables Micro and Small Enterprises to adopt sustainable practices and technologies.
